Here we have two tags. The first is usually more noted and leads into the second. The second tag is usually based off of that shave and a haircut rhythmic phrase and melodic arc. However, there are no absolute rules here. The big thing is that the phrases are starting and ending at the same time. Because we're counting this in 16th notes we are ending on beat 4. That's the common thread here.
